The game was played amongst the westerners but eventually spread to the local people in 1903.\r\n\r\nThe electric power of football electrocuted students and the town folks alike. The Government Boys\u2019 School formed a football club comprising twenty-two students and few excited youngsters from the town. The team embarked on a training course in the art of football by the endorsement of the headmaster Mr. Briton who doubled as the team manager. Enthusiasm and Common Sense was their coach. These students trained under the moon in other not to forfeit their studies at the Victoria Park which was used for durbars' and ceremonial parades. The first set of football used by the pioneers of Ghana\u2019s football was a gift from sailors docking at frequent interval.\r\n\r\nAfter three months of intensive training, the band of football adventurers named the team \u2018EXCELSIORS\u2019 (from Latin word \u2018higher\u2019) went public in a grand outdooring ceremony and a challenge match against the European side. The first official football pitch was created when the Victoria durbar grounds was lined and marked and goal poles fixed. On the same day competitive football was baptized and ushered for its growth. On December, 26th 1903, the first Gold Coast football club lost its opening game by one goal to two (1:2) in presence of Sir Frederick Hodgson, the governor at the time. In a return match a fortnight later, the EXCELSIORS avenged with a handsome 3: 1 victory to signal the undying spirit of the people of Gold Coast. It\u2019s worth noting that the locals played barefooted while their opponents played in boots.\r\n\r\nThe game spread to other parts of the country stopping at Saltpond and Winneba first before reaching Accra. Invincible FC, an Accra based (James Town) first club formed in 1910. The boys from Usher Fort accepted the challenge and 11 players with Ackom Duncan as the captain formed Accra Hearts Of Oak football club on November 11<sup>th, <\/sup>1911.\r\n\r\nCaptain C.B Nettey was appointed the first Chairman of the Accra Football Association in the late forties. Accra produced more clubs including EXCELSIORS, NEVER MISS, ROYALISTS, OSU PIONEERS, ASTON VILLA, ASIATICS AND ENERGETICS. Accra Steadfast emerged out of Energetics and later metamorphosed into Accra Great Olympics in 1954.\r\n\r\nThe game widened to the West and teams like Mosquitoes, Western Wanderers, Jerricho, Railway Apprentices and Ga United sprang up in the 20<sup>th<\/sup> century. The GFA aims to make our national teams stronger with the key aim of success, reinvigorating domestic competitions, boosting the support and continuous\u00a0growth for women's football, streamline the grassroots game and youth football to embrace modern trends while enhancing the capacity of officials like coaches, referees and administrators. We will also be seeking to break new frontiers by partnering various academic institutions domestically and internationally to make Ghana the reference point of\u00a0 for Africa football in the academia while engaging in a digital drive to engage our fans in every corner of the country and across the world.\r\n\r\n<strong>REFORMS OF DOMESTICS COMPETITIONS<\/strong>\r\n\r\n<strong>Restructuring of the leagues:<\/strong> The formation of a body to run the leagues with the appointment of a General Manager, Marketing &amp; Sponsorship, Competitions and Media officers. The various boards will no longer be in charge of the day-to-day administration of the competitions. The boards of the various competitions will remain in place but will be advisory in nature.\r\n\r\n<strong>Gala:<\/strong> The two-day event starting from next season will be an invitational competition with clubs in the top two tiers of Ghana football to be asked to apply to participate.\r\n\r\n<b>YOUTH &amp; GRASSROOTS\u00a0FOOTBALL<\/b>\r\n\r\n<strong>The introduction of U17 teams Premier League Clubs:<\/strong> In line with the Club Licensing Regulations, from the 2018\/2019 season, all Premier League clubs must have U-17 sides that will play regular competitions like curtain raisers in the Ghana Premier League.\r\n\r\n<strong>Introduction of Annual Regional U-15 Championship:<\/strong> The U-15 competition will be changed from a Clubs\u2019 Championship into a Regional Championship. Each region will present its team from the best U-15 players from the colts competition.\r\n\r\n<strong>Players from U-15 Championship to progress to U-17:<\/strong> The best players chosen from this year\u2019s U-15 Championship will form the nucleus of the next Ghana U-17 team. The selected players will start training for the next Black Starlets team.\r\n\r\n<strong>Regulations on Academies:<\/strong> The Technical Directorate of the GFA to put together regulations on the formation, licensing and the operation of football academies in Ghana.\r\n\r\n<strong>Funding:<\/strong> The GFA to work in consultation with GHALCA to come up with funding for the various youth and women\u2019s competitions in Ghana. The consultation will examine how proceeds from transfers and gate takings during league matches can be used to the benefit of youth and women\u2019s football.\r\n\r\n<strong>Expediting of the Registration Cards for Colts competitions:<\/strong> The RFAs to work with the GFA Secretariat to ensure that players are registered rapidly on the FIFA Connect system. The cards must also be affordable for the teams.\r\n\r\n<strong>WOMEN FOOTBALL<\/strong>\r\n\r\n<strong>More support and sponsorship:<\/strong> The GFA will work with GHALCA to contribute more funding of Women\u2019s football despite full GFA support for the league. Sponsorship efforts will be accelerated to secure more funding.\r\n\r\n<strong>Women\u2019s Seat on Executive Committee:<\/strong> A proposal will be put forward to Congress to consider a permanent seat on the Executive Committee for a woman. <strong>More exposure for <\/strong>\r\n\r\n<strong>Women\u2019s Football:<\/strong> The setting up of the Competitions Department will help bring more attention and focus to the Women\u2019s League while considering top matches of women\u2019s competitions as curtain raisers to important male matches.\r\n\r\n<strong>JUDICIAL ORGANS<\/strong>\r\n\r\n<strong>Enhanced sanctions:<\/strong> Clubs will suffer points deduction for the infringement of sponsors rights to exact the benefits of their sponsorship.\r\n\r\n<strong>Conduct of club officials:<\/strong> Officials of clubs will face disciplinary action if their conduct and unguarded utterances damages the brand of competitions or sponsors. The offending person will be given the charge of bringing the game into disrepute.\r\n\r\n<strong>Punishment for wrong apparel:<\/strong> The punishment for wearing the wrong apparel will be amended. Clubs will be fined instead of suffering points deduction.\r\n\r\n<strong>Sole-judge system:<\/strong> The sole judge system will be introduced in some cases to ensure the expeditious hearing of disciplinary cases before the Disciplinary Committee.\r\n\r\n<strong>Amendment of procedures and days for filing cases:<\/strong> The procedures for filing of cases will be reduced to just to the charge and a response to speed up the process. The days for filing the cases will be reduced from 72 hours to 48 hours to ensure speedy adjudication. A statute of limitation will also to introduced to prevent unnecessary litigation.\r\n\r\n&nbsp;\r\n\r\n<strong>MARKETING\u00a0<\/strong><b>REGULATIONS<\/b> : New marketing regulations to put in place to give guidance of marketing issues for competitions in a bid to attract new sponsors and retain old sponsors.\r\n\r\n<strong>PLAYERS<\/strong> <strong>Salaries or wages:<\/strong> GFA to continue to engage with PFAG to reach an agreement on standard contracts and minimum wages for players.\r\n\r\n<strong>Insurance and pension scheme:<\/strong> Clubs will continue to pay SSNIT pension contributions for players while talks about securing insurance for players will continue between the PFAG and the GFA.\r\n\r\n<strong>Congress Representation:<\/strong> PFAG to enter into talks with RENFAG to share the two slots reserved for players at Congress.\r\n\r\n<strong>Harmony between players\u2019 reps:<\/strong> GFA to enhance talks between RENFAG and PFAG to ensure harmonious relationship between the two bodies in the supreme interest of Ghanaian players.\r\n\r\n<strong>REFEREEING<\/strong>\r\n\r\n<strong>Performance Measurement:<\/strong> Computer generated statistics will be used to measure the performances of referees during matches.\r\n\r\n<strong>Recruitment and promotion of young referees:<\/strong> Efforts to be made by the Referees Association of Ghana to recruit young referees. Promotion process to be accelerated to ensure young referees reach the top to be able to compete with their peers internationally.\r\n\r\n<strong>Referee ban:<\/strong> Match Review Committee will continue in its current form. Referees who receive three bans to be completely removed from the referees list in Ghana.\r\n\r\n<strong>Rewards:<\/strong> Good referees will be identified and rewarded. The various boards will no longer be in charge of the day-to-day administration of the competitions. The boards of the various competitions will remain in place but will be advisory in nature.\r\n\r\n<strong>Gala:<\/strong> The two-day event starting from next season will be an invitational competition with clubs in the top two tiers of Ghana football to be asked to apply to participate.\r\n\r\n<b>YOUTH &amp; GRASSROOTS\u00a0FOOTBALL<\/b>\r\n\r\n<strong>The introduction of U17 teams Premier League Clubs:<\/strong> In line with the Club Licensing Regulations, from the 2018\/2019 season, all Premier League clubs must have U-17 sides that will play regular competitions like curtain raisers in the Ghana Premier League.\r\n\r\n<strong>Introduction of Annual Regional U-15 Championship:<\/strong> The U-15 competition will be changed from a Clubs\u2019 Championship into a Regional Championship. Each region will present its team from the best U-15 players from the colts competition.\r\n\r\n<strong>Players from U-15 Championship to progress to U-17:<\/strong> The best players chosen from this year\u2019s U-15 Championship will form the nucleus of the next Ghana U-17 team. The selected players will start training for the next Black Starlets team.\r\n\r\n<strong>Regulations on Academies:<\/strong> The Technical Directorate of the GFA to put together regulations on the formation, licensing and the operation of football academies in Ghana.\r\n\r\n<strong>Funding:<\/strong> The GFA to work in consultation with GHALCA to come up with funding for the various youth and women\u2019s competitions in Ghana. The consultation will examine how proceeds from transfers and gate takings during league matches can be used to the benefit of youth and women\u2019s football.\r\n\r\n<strong>Expediting of the Registration Cards for Colts competitions:<\/strong> The RFAs to work with the GFA Secretariat to ensure that players are registered rapidly on the FIFA Connect system. The cards must also be affordable for the teams.\r\n\r\n<strong>WOMEN FOOTBALL<\/strong>\r\n\r\n<strong>More support and sponsorship:<\/strong> The GFA will work with GHALCA to contribute more funding of Women\u2019s football despite full GFA support for the league. Sponsorship efforts will be accelerated to secure more funding.\r\n\r\n<strong>Women\u2019s Seat on Executive Committee:<\/strong> A proposal will be put forward to Congress to consider a permanent seat on the Executive Committee for a woman. <strong>More exposure for <\/strong>\r\n\r\n<strong>Women\u2019s Football:<\/strong> The setting up of the Competitions Department will help bring more attention and focus to the Women\u2019s League while considering top matches of women\u2019s competitions as curtain raisers to important male matches.\r\n\r\n<strong>JUDICIAL ORGANS<\/strong>\r\n\r\n<strong>Enhanced sanctions:<\/strong> Clubs will suffer points deduction for the infringement of sponsors rights to exact the benefits of their sponsorship.\r\n\r\n<strong>Conduct of club officials:<\/strong> Officials of clubs will face disciplinary action if their conduct and unguarded utterances damages the brand of competitions or sponsors. The offending person will be given the charge of bringing the game into disrepute.\r\n\r\n<strong>Punishment for wrong apparel:<\/strong> The punishment for wearing the wrong apparel will be amended. Clubs will be fined instead of suffering points deduction.\r\n\r\n<strong>Sole-judge system:<\/strong> The sole judge system will be introduced in some cases to ensure the expeditious hearing of disciplinary cases before the Disciplinary Committee.\r\n\r\n<strong>Amendment of procedures and days for filing cases:<\/strong> The procedures for filing of cases will be reduced to just to the charge and a response to speed up the process. The days for filing the cases will be reduced from 72 hours to 48 hours to ensure speedy adjudication. A statute of limitation will also to introduced to prevent unnecessary litigation.\r\n\r\n&nbsp;\r\n\r\n<strong>MARKETING\u00a0<\/strong><b>REGULATIONS<\/b> : New marketing regulations to put in place to give guidance of marketing issues for competitions in a bid to attract new sponsors and retain old sponsors.\r\n\r\n<strong>PLAYERS<\/strong> <strong>Salaries or wages:<\/strong> GFA to continue to engage with PFAG to reach an agreement on standard contracts and minimum wages for players.\r\n\r\n<strong>Insurance and pension scheme:<\/strong> Clubs will continue to pay SSNIT pension contributions for players while talks about securing insurance for players will continue between the PFAG and the GFA.\r\n\r\n<strong>Congress Representation:<\/strong> PFAG to enter into talks with RENFAG to share the two slots reserved for players at Congress.\r\n\r\n<strong>Harmony between players\u2019 reps:<\/strong> GFA to enhance talks between RENFAG and PFAG to ensure harmonious relationship between the two bodies in the supreme interest of Ghanaian players.\r\n\r\n<strong>REFEREEING<\/strong>\r\n\r\n<strong>Performance Measurement:<\/strong> Computer generated statistics will be used to measure the performances of referees during matches.\r\n\r\n<strong>Recruitment and promotion of young referees:<\/strong> Efforts to be made by the Referees Association of Ghana to recruit young referees. Promotion process to be accelerated to ensure young referees reach the top to be able to compete with their peers internationally.\r\n\r\n<strong>Referee ban:<\/strong> Match Review Committee will continue in its current form. Traceroute is a computer network diagnostic tool for displaying the route (path) and measuring transit delays of packets across an Internet Protocol (IP) network. The history of the route is recorded as the round-trip times of the packets received from each successive host (remote node) in the route (path); the sum of the mean times in each hop is a measure of the total time spent to establish the connection. Traceroute proceeds unless all (three) sent packets are lost more than twice, then the connection is lost and the route cannot be evaluated.
